About

He began his professional career in engineering companies and was later appointed advisory engineer for the Navy's Service Fund at the Logistics Support Headquarters. He was section chief in the Maritime Signals area of the General Directorate of Ports and Coasts, secretary of the Permanent Lighthouse Commission, chief of staff and technical adviser in the General Directorate of Ports and general secretary of State Ports. He was assigned to the Office of Presidency Studies of the organization and for a year, president of the port of Santander and from May 2004 to June 2009, president of the State Ports Public Organization
