Marissa holds a Bachelor's degree in Communication Sciences from UNAM and a Master's degree in Government and Public Policy from Universidad Panamericana. She has diplomas in Information Law and Ethics, as well as in Governmental Social Communication. Furthermore, she has pursued studies in Water Governance and Hydrodiplomacy at the University of Geneva, Switzerland. Marissa's professional experience includes collaborations with the Radio and Television Commission of the Federal Congress; the Federal Telecommunications Institute; CONAGUA (the National Water Commission); Water Utilities; the Río Bravo Basin Council; and UNESCO's Intergovernmental Hydrological Programme (IHP) in Mexico and Latin America. In these organizations, she contributed to the design and implementation of projects such as the Federalized Water Culture Program, the IV World Water Forum, the 2030 Water Agenda, Water and Education for the Americas and the Caribbean, and the transition to Digital Terrestrial Television. She received recognition from UNESCO's IHP for her contribution to the inclusion of the water issue in the final declaration of the UNESCO World Conference on Education for Sustainable Development in 2009. She developed the preliminary draft of the Decree of the Congress of Coahuila to designate March as the "Month for the Preservation and Care of Water," which was approved in 2015. Additionally, she co-organized the only meeting of Women in Water from Latin America and the Caribbean at the UN Water Conference in March 2023. Currently, she serves as a consultant and advisor on matters of communication, education, transparency, and ICTs. She is a member of the Mexican Network of Basins, the Water Advisory Council, the Advisory Council of Expo Aquatech Mexico, the AMH (Mexican Hydrological Association), and participates in various national and international initiatives related to youth and women.
