From 2011 to 2014, he served as the Deputy Director of the Water Resources Department of Xinjiang Autonomous Region as a cadre assisting Xinjiang for three years. Since 1983 Graduated from Liaoning University, Shi has been engaged in water resources protection, water ecological protection and water resources management for more than 30 years. Bachelor majoring: Environmental Biology Master Degree: Environmental Science and Technology (IHE in the Netherlands) Shi is currently a Bureau member of the WWC Executive Board, Former member of the GWP China Region from 2017 to 2020. Shi is retired(2020) but still in the field of water and ecosystem conservation.
