Abstract: Each year flood events cause damage to the sum of billions of dollars. Considering the uproar in the media it is not surprising that flood protection, that is to say reduction and avoidance of damage, is particularly significant. Flood control strategies must consist of constructional and behavioural measures as well as effective flood management. Despite all efforts, it has to be taken into account that one hundred percent flood protection is not possible. Dealing with flood therefore also involves a risk that must be estimated and incorporated into planning. There are limits from that on the conventional flood control must be completed through an approach to flood.
