Huaihe Water Environment Early Warning and Management System Based on WEBGIS&RIA

Abstract: In order to provide technical support for effective control, scientific prediction and efficient emergency on water pollution accident in Huaihe River Basin, it is very urgent to introduce water quality model and develop DSS integrated with earliest information technology. A water quantity & quality model for water environment early warning in large scale river networks with multi-sluices has been established based on cross integration of hydrology, hydrodynamics and water quality. And this model was applied in Huaihe middle river network, which is composed of three 1D modules and two 2D modules: 1D modules for important region of water pollution joint-prevention, Shayinghe River, Guohe River; 2D modules for Lutaizi reach and Benbuzha reach. Based upon water environment early warning model, Huaihe water environment early warning and management system based on WEBGIS&RIA has been developed adopting J2EE. ArcGIS Server has been selected as the GIS platform, and Google Maps API is applied, which make a geospatial environment coupling local vector data with internet satellite images. Adobe FLEX has been adopted as Rich Internet Application development tool, which balances the system loads better and beautifies the client pages. This system could provide technical support for the Huaihe water environmental protection, including digital information management on water environmental data and decision support for water environment early warning. The core function of digital information management is real-time monitoring of hydrology and water quality on GIS pages coupling with Google satellite images. The water environment early warning is divided into 2 parts: real-time early warning and regulated early warning. And it could support routine warning under the absence of water pollution accident and emergency warning under the presence of water pollution accident.
