Efficiency Evaluation on the Integrated Hydro-Environmental Management of Tai Lake Basin

Abstract: With the rapid development of economy in past 30s years, the water pollution of Tai Lake Basin becomes increasingly serious and the water resources are tend to be degradation, which catches a high concern from the relevant governments and many kinds of stakeholders. Even if a large number of resources have been put into the water pollution control of the basin, the overall effect of the management is not significant as expected. On the base of establishing an input-output index system of the hydro-environmental management of the basin, data envelopment analysis (DEA) which is one of the most effective methods for evaluating the performance is applied to analyze the management efficiency of five water pollution control areas of Tai Lake basin from 2007 to 2011. At the same time, through the analysis on the technical efficiency, scale efficiency, allocation efficiency and their changes of each decision-making unit, the main internal factors and external factors which influence the management efficiency are explored. The results show that 56% decision making units are of pure technical efficiency, 32% decision making units are of scale efficiency and the scales of inefficient ones are all in the state of decreasing returns to scale. In the aspect of external factors, the comprehensive technical efficiency (TE) are negatively correlated with the level of economic development and population density significantly. Also it is negatively correlated with the rate of industrialization, but not significantly. Basing on what is analyzed above and taking the present situation of the management of Tai Lake basin as well as some restriction factors such as financial resource into consideration, some suggestions are put forward for improving the efficiency of the integrated hydro-environmental management of Tai Lake.
