Abstract: To answer the question about how to identify the characteristic of water environment existing in the process of sustainable utilization of water resources, this paper carries out the study of water environmental resilience. Basing on the definition and the evaluation index system of the resilience of water environment, this paper selects 12 indexes of the evaluation index system, collects ten years of data of Huaihe River from 2000 to 2009, and uses Principal Component Analysis (PCA) to obtain the main components influencing the resilience of water environment of Huaihe River and the yearly comprehensive principal component value varying with time; Before using Self Organized Mapping (SOM) competitive neural network to analyze the data, the level of resilience of water environment is divided into three levels including weak, general and strong level. Then this paper uses SOM to analyze the standard sample data all of which have been normalized and in a descending or ascending order, and gets the strength level of the water environmental resilience similar to the result of using PCA to evaluate the water environmental resilience of Huaihe River Basin. The evaluation results indicate that the resilience of water environment of Huaihe River Basin improved year from 2000-2009 and PCA and SOM competitive neural network are reliable to evaluate the resilience of water environment.
