Abstract: Rivers provide pleasant space for leisure and habitats for fish and many other organisms. The importance of rivers is increasing, and in recent years, river planning and design engineering have emphasized maintenance and enhancement of the ecosystem and biological diversity. Setting goals for river environment management involves several challenges: The river environment and river ecosystems have been insufficiently examined, which makes environmental assessment difficult; opinions differ on what is a desirable ecosystem; and various organizations need to reach consensuses while considering flooding. To set specific, measurable, objective and attainable goals for river environment management, it is very important to have supporting information. This research aims to establish indices for assessing the river environment, toward assisting in the development of appropriate river management plans.
