Abstract: The paper deals with a Decision-making Information Support System (DISS) developed for enhancing the efficiency of flood emergency response operations. Being closely coordinated with the current operational procedures, the DISS is shown to be able to organize effectively the information provided by various units, as requested, for the formulation of response plans before the decision is made on actions to be taken in emergency operations. An added feature to the DISS is a Lessons Learned Center (LLC) which is designed to accumulate systematically selected past experiences of flood emergency response. The LLC is a good source of information for disaster mitigation, emergency preparedness and response. In addition, it can be used for training of specialists.
