Abstract: The Choshui River Alluvial Fan is the biggest alluvial fan in Taiwan, and its groundwater quantity is also the richest. The alluvial fan has a division of the wet and dry season in the season. Average rainfall amount of the alluvial fan upstream is higher than the downriver. The rainfall amount is extremely uneven throughout the whole area. It also lacks the reservoir facility to store and regulate water volume of supply in the wet and dry season. It has the combine use between the surface water and the ground water resources. Because the lack of reservoir, therefore the water supply system relied on the ground water operation. Because of the big pumping amount and land subsidence, the government has transformed the western area of Changhua County into the groundwater-controlled-area; so the policy of the deep well development is necessary to recheck.
