Abstract: The East Tiaoxi River is an important flood control area of Zhejiang province. With a100-year capacity of flood control in theory, Xixian Great Embankment is responsible for the safety of Hangzhou and the plain of Hangjia Lake. Owing to lack of a definite economic compensation policy for special detention basin, north embankment of the East Tiaoxi River can’t burst spontaneously as planned so that it is difficult to insure the safety of Xixian Great Embankment in the range of standard flood. With investigation, this paper puts forward an economic compensation policy for special detention basin when extreme floods occur in the East Tiaoxi River.
