Abstract: Developing countries are committed to improving their strength in food security and ecological security, in which water resources are the key issues. With the rapid development of population, economic, agriculture requirement increasing, it has become an increasingly sharp competition among all industries and departments. The goals of water allocation are food security and ecological security as a prerequisite for drafting local development planning. It is one of the effective ways to determine the threshold flow for the water administrative department to strengthen comprehensive control and preventing disorderly water use.
