Abstract: The water ecological construction is one of big problems of water resources utilization and theconstruction fund can be PPT mode according to economic evaluation. Due to the fuzzy feature of assessment factors, assessment method should be fuzzy assessment one. Variable fuzzy sets, an effective assessment method to conduct fuzzy evaluation analysis, has been newly established based on Zadeh traditional fuzzy sets in therecent ten years. Assessment researchers can analyze the fuzzy attributes and varies of factors, not only inquantity but also in quality, even the vary process from quantity to quality based on variable fuzzy sets. In this paper, at first, we assess a PPT project based on variable fuzzy sets method. The assessment results arereasonable and reliable and can show that variable fuzzy sets describe the fuzzy attributes of assessment factors scientifically and effectively.
