Abstract: While environmental flow assessments are becoming more common, implementing those recommendations in river basins remains a challenge. To help overcome this, we have developed a monitoring and adaptivemanagement framework that directly links environmental flow management objectives, the environmental data being collected, and the actions of decision makers, while also taking into consideration the resources available to carry out this work. This framework is being used to create a monitoring and adaptive management plan in the Rufiji River Basin in Tanzania. This plan combines an objectives hierarchy, a multi-level monitoring program, and adaptive management cycles to help determine if environmental flow management objectives are being met. Working with the local water management authority, the monitoring and adaptive management plan will becarried out in phases and at a select number of priority monitoring sites, helping to focus limited resources onkey locations. In combination with complimentary management tools, the monitoring and adaptive management plan will be a key element in implementation of environmental flows across the Rufiji Basin.
