Abstract: Water allocation problems tend to be complex owing to the different aspects of decision making. This paper describes an optimization model for water allocation planning for drinking water and irrigation purposes on the basin scale. In wet periods no conflicts arise and the water of appropriate quality can be supplied in sufficient quantity for both uses. Conflicts may appear when water resources become scarce. The decisions taken to cope with situations associated with a low availability of water resources can raise some specific issues. The possibilities foreseen are lowered water quality standards, the activation of emergency sources and the prior storage of water in reservoirs to avoid future greater shortages.
