Abstract: Typical river maintenance and improvement plan has focused on confining the flood within river banks. Detention basin and/or structures are adopted occasionally for specific regions to regulate the peak discharge in the downstream. Raising the elevation of levees in an attempt to alleviate the inundation in the upstream basin can result severer damage to the downstream. The need for a smart distribution of the flood volume throughout the basin has been recognized during the last decade. It is the objective of this study to develop an optimal way of distributing the flood to various components of the basin to reduce the overall damage in the whole basin. The optimization model developed in this study considers the combination of the washlands among the basin elements, described above, satisfying the safety constraints at the channel elements. The model determines the optimal location of the basin elements like detention basins and washlands as well as the optimal distribution of flooding water throughout the basin.
