Abstract: In equatorial rivers baseflows can represent 80% or more of total catchment runoff. Accordingly objective quantification of baseflow characteristics is a precursor to reliable flood estimation and 'run of river' water supply evaluation. A deterministic, two parameter, baseflow filter consistent with a simple, continuous simulation, conceptual model of the rainfall-runoff process with quickflow-slowflow storages in parallel, is presented. The filter has two parameters; the baseflow lag or storage constant and the baseflow fraction of precipitation excess or Baseflow Index (BFI). The filter is similar in form the Boughton and IAHCRES filters except that both parameters are explicitly defined without the need for any subjectivity in fit assessment. Both parameters are determined interactively from the flow record with little interdependence.
