Cost-Benefit Analysis for Low Potential Hydropower Converters

Abstract: The EU-project HYLOW, short for Hydropower converters for very low head differences, will be completed in summer, 2011 to about 90%. The University of Rostock's Institute of Engineering Design takes part in development and design of a Large Scale Model of a Free Stream Energy Converter. The LSM with 7,800 mm in length, 2,400 mm in width and 3,500 mm in height is built, and can be installed in protected as well as in tidal areas. Whether it is suited for practice, however, is still dependent on other factors. Up to now the project was primarily limited to technical and ecological investigations, it is urgently necessary to also look at the cost development of such converters thoroughly. Initially, in this paper considerations for financing and cost-effectiveness will be given, and continuing with expressive cost-benefit analyses up to design and material costs.
