Abstract: Risk-based procedure has been developed for some times. However, it practical applications to real-life problems are hindered by unavailability of reliable flood damage data. This paper proposes a viable and technically sound alternative that allows risk-analysis procedure be applied without damage data. Application is made herein to an urban drainage system improvement project to illustrate the methodology.
