Streamlining the Permit Approval Process for the Installation of Scour Countermeasures at Bridges

Abstract: Bridge owners are completing their evaluation of existing bridges and are preparing to install scour countermeasures at those structures found to be scour critical or vulnerable to damage by scour. Some states have Federal regulatory agencies that provide an efficient, timely, consistent and predictable permitting process for approving the needed scour protection; other states are less fortunate and have experienced delays and inconsistent actions on permit applications. The Federal Highway Administration (FHWA) is working with the Headquarters Office of the United States Army Corps of Engineers (USACOE) to develop a more efficient, timely, consistent and predictable process in all of the USACOE's field offices. This action is essential in order to protect the traveling public.
