Managing Extremes: The Ijc Experience

Abstract: The International Joint Commission was established by the Boundary Waters Treaty of 1909 to approve and oversee the construction and operation of structures affecting transboundary waters between the U. S. and Canada. The long-term relationships and binational cooperation fostered through such oversight provides a broad foundation of trust, understanding, and preparedness for water management in times of flood and drought. This cooperation is illustrated by three case studies: high lake levels on Lake Superior and Lake Ontario, and drought conditions on Osoyoos Lake.
