Watershed-Change Induced Uncertainty on Runoff Frequency for Water Resources Management

Abstract: The effect of changes in a watershed on the occurrence frequency of runoff is considered. Measured runoff data are actually for different non-stationary watershed conditions; frequency analysis of this unadjusted, biased data set yields a discharge-return period relationship for neither early nor later watershed conditions. The probability distribution function that fits best to the inconsistent biased data is different from that for the adj usted unbiased data series. A hypothetical example assuming a linear increase in watershed urbanization depicts the errors involved if the inconsistency in the data is not detected and adj usted.
