Abstract: “Water with problems is better than no water," said the late California Governor Pat Brown in defense of the State Water Project. I was reminded of that quote while reading an article critical of water development. Today we recognize that Brown was the Governor who brought the political interests of north and south together to convince California voters to pass that major water project. He used his political muscle during his first term to resolve California's immediate water problem. He told associates who wanted to wait "No, let's do it. I'll never be more popular than I am now.'
