Bay Delta-Implications on Project Operations

Abstract: The San Francisco Bay, San Joaquin River-Sacramento River Delta(Delta) serves as a cross road where the operation of the 2 largest water projects in the state of California cross with the migration and rearing habitat of significant fish and wildlife resources. Repeated efforts to provide water quality and flow standards for the Bay-Delta have failed over the years to provide sufficient environmental protection. Beginning in 1992 a 3 year period of change culminated with protections for endangered species, legislation authorizing change in the operation of the Federal Central Valley Project(CVP), and comprehensive Bay-Delta water quality and flow standards. These actions have resulted in significant changes in the operating philosophies of the CVp and the State Water Project(SWP) to meet environmental obligations.
