Abstract: In this paper the three-layer model is generalized for the covered channels. Let us consider a flow above rough bottom and with developed roughness of the top cover. That is we consider a steady flow without laminar viscous layer near the both boundaries, and we don't take into account change of ice thickness. Both boundary flows are considered as being formed independently, their interaction is manifested in formation the flow core of a layer with the shear stress which is equal to zero at the outer boundaries of the layer. Thus the thickness of this layer and velocity distribution in it defined by bottom and top surfaces as well as by water discharge.
