Abstract: In the Dublin statement (ICWE,1992), it was pinpointed that freshwater is a limited and vulnerable resource that has been severely mismanaged. It was actually stated that if water management practices are not considerably improved, mankind will face a bleak future. At the subsequent environmental summit in Rio de Janeiro (UNCED,1992), this message was taken seriously and recommendations and directions for changes in water management procedures were agreed upon in an agenda for the 21st century, Agenda 21.
