Abstract: Sustainability is a relatively new term in planners’ vocabulary, especially water resource planners. In 1992 the concept was brought to the fore with the United Nations Conference on Environment and Development (UNCED) in Rio de Janeiro. At this conference UNCED Nations reaffirmed and sought to build, and strengthen earlier declarations to work towards international agreements to protect, among other issues, the integrity of the global environment and development system. The resulting declaration was called Agenda 21.
