Water for Power or Water for Irrigation: A Case Study from Northern Thailand

Abstract: The Mae Moh Thermal Plant, in Northern Thailand, currently has 11 power units with a total capacity of 2,025 MW. The coal deposits in the Mae Moh Basin were found to be more substantial than first expected. Therefore, an expansion plan for eight additional power plants with an installed capacity of 300 MW each was proposed. The plan included building a dam to transfer water from a nearby basin to the power plant complex. Several interest groups protested the building of a new dam. In the end, the proposed dam plan were abandoned and the expansion plans for the thermal plant scaled down.
