Ice Jams at a Lake: The Situation at Hay River, Northwest Territories, Canada

Abstract: Ice jam flooding is a particularly acute problem for the Town of Hay River in the Northwest Territories. Because of its location at the meeting of a river with a large lake, ice jams form every year. Whether there is flooding or not seems to depend on a rather subtle combination of circumstances that includes the state of the ice cover, the location and sequence of jam formation, discharge and water temperature. The situation is likely typical of all such locations, whether the water body is a lake, reservoir or sea. Because of the ice jam flood threat, considerable efforts have been mounted by the community over the years to mitigate this threat. The nature of the threat and these efforts are briefly described.
