Abstract: Flood hazard and flood risk assessment are mainly focusing on the flood conditions within the selected floodprone area, before and after implementing flood risk reduction measures. However, to achieve the goals of integrated flood risk management at the river basin level, the downstream impact of flood risk reduction measures should also be examined. This is especially difficult in the case of transboundary river basins, extending over more regions or countries. To assist integrated flood risk management and transboundary cooperation, this study proposes flood hazard assessment based on the Hazard Analysis Critical Control Point (HACCP) approach and its 7 principles (steps). Although HACCP was initially employed in the food production and processing industry to identify hazards and reduce risks throughout the production process, its principles have already been successfully applied to other water-related sectors, such as water supply and wastewater treatment. The focus of this work will be: a) on the adaptation of the HACCP approach for the purpose of integrated flood risk management, e. g. for assessing the impact of planned upstream flood risk reduction measures on downstream areas, and b) on step 3 of the proposed Flood-HACCP approach, establishing critical limits for each CCP. The latter will be demonstrated at the at the Slovenian part of the transboundary Drava River basin.
