Abstract: In Indonesia, Integrated Water Resources Management (IWRM) incorporates stakeholders from various sectors and levels. Managing water services needs consultation, participation, and coordination to engage stakeholders in the decision-making process in a coherent, holistic, and integrated manner, which improves sustainable water management and requires innovative policies that "do more with less" using Governance Indicator Framework (GIF). Although the Water Resources Master Plan (WRMP or RPSDA) provides comprehensive information on each aspect of IWRM, the data are qualitative. GIF is an innovation that calculates quantitative measurement for each circumstance. In the Welang watershed as the study location, the policy situation has the largest disparity (4.17 percent of 8.33 percent) compared to funding and cooperation. It implies that policy contexts must be taken into greater account when evaluating the water governance system and designing the Action Plan for sustainable development.
