Abstract: The number of climate-related natural disasters, and especially floods, has more than doubled over the past decade, according to the United Nations Office for Disaster Reduction. Among these disasters, the risk of flooding appears to be the most "damaging". During the period 2000-2019, these disasters cost the lives of more than one million people and caused almost 3,000 billion dollars of economic losses (UNDRR, 2020). The Swiss Re insurance group, one of the world's leading risk insurers, estimates the cost of losses caused by flooding at 90 billion dollars by 2021, an increase of between 5 and 7% per year. This is confirmed by the extreme floods of recent years. For example, the floods that hit Germany and Belgium in July 2021 caused almost 230 deaths and more than €40 billion of damages (Bevere & Remondi, 2022).
