Reflection on Flood Risk Prevention and Control of Typical Mountainous Cities in the Upper Reaches of the Yangtze River During the New Era -- -- Taking the Central Urban Area of Luzhou as an Example

Abstract: With the socio-economic development and the acceleration of urbanization, the connotation of major flood disasters in the Yangtze River Basin has undergone a structural transformation, and the losses and impacts will show a doubling and amplification effect, becoming more and more unable to submerge. Especially with the implementation of major regional strategies, higher requirements have been put forward for urban flood control. At the same time, in recent years, the frequent occurrence of extreme weather events has brought new challenges. The operation of large-scale flood control reservoirs in the upper reaches of the Yangtze River has improved the flexibility of floodcontrol. The current flood control capacity of major flood control cities in the upper reaches of the Yangtze River, such as Chongqing, Luzhou, and Yibin, has not reached the planning standards, especially the construction of embankments is difficult to implement to reach the standards. Even with the joint operation of reservoirs, much people in certain areas still need to be transferred to guarantee security. Therefore, how to propose a reasonable and scientific flood control risk prevention and control system for mountainous cities to cope with new requirements, challenges, and situations is one of the key and difficult issues in flood control in the upper reaches of the Yangtze River in the newera. This paper takes the central urban area of Luzhou City as an example. A joint operation model of flood control reservoirs in the upper reaches of the Yangtze River and a one-dimensional river network hydrodynamic model from Lizhuang to Zhutuo have been constructed. The flood control risks faced by the central urban area of Luzhou under different operation modes have been studied. further The overall layout of flood control has been optimized. A risk prevention and control system has been proposed which is combining embankment and reservoirs, non engineering measures and engineering measures. The comprehensive flood response capacity of the central urban area of Luzhou can be effectively solved. The research results can also provide reference for flood control in other mountainous cities.
