Abstract: In Korea, individual ministries designate and announce various drought stages by using their individual views and methods. Due to these problems, citizens and local government officials are confused about understanding the severity of the drought. so this study aims to develop rules for the determination of drought stages at the local level based on the drought cases in Gwangju and Jeollanam-do in 2022-2023. Using the results of a survey of managers and experts, six highly correlated indicators (Agricultural drought stage (for paddy), Residential & industrial drought stage, SPI-12, Relative agricultural water storage, Residential water consumption change (for domestic use), Residential water consumption change (for non-domestic use) ) was selected and applied to the decision tree algorithm to determine the severity of the drought. It presents similar results to the method proposed in previous studies, but it showed a significant comparative advantage in explaining the temporal and spatial patterns identified in the drought in the Gwangju and Jeollanam-do.
