Abstract: Since the implementation of the follow-up work plan for the Three Gorges Reservoir Area, the production and living environment of urban and rural resettlement areas in the Three Gorges Reservoir Area has been greatly improved, and the living standards of immigrants have significantly improved. However, there is still a certain gap with the requirements of high-quality development in the new era. The follow-up work of the Three Gorges Dam is nearing completion, and how to achieve high-quality development in the resettlement area of the reservoir area has become a focus. This article analyzes the main problems existing in the resettlement areas of the Three Gorges Reservoir Area, and combines relevant national strategies, the 14th Five Year Plan, and the 2035 long-term goal outline to propose high-quality development directions for the resettlement areas from three aspects: ensuring residential safety, improving carrying and public service capabilities, and expanding quality functions. It is suggested to combine the geographical advantages and resource endowments of each resettlement area to expand the quality functions of the community, and classify and create three types of functional quality communities, including smart livable parks, ecological cultural tourism, and characteristic commercial communities, as well as three types of characteristic advantage resettlement villages, including agricultural, cultural and tourism integration villages, characteristic industrial villages, and leisure and health villages. Taking Guangming Village in Wushan County as a case study, this study analyzed the high-quality development ideas, property rights, and distribution mechanisms that can achieve their own hematopoietic function of rural immigrant resettlement villages that integrate agriculture, culture, and tourism. This provides a technical model for solving the development difficulties of rural immigrant resettlement areas in the Three Gorges Reservoir Area. The recommendations of this study can provide reference for the high-quality and sustainable development of the resettlement areas in the Three Gorges Reservoir Area.
