Abstract: The river strategy has become a national strategy in China. Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, river basin economies have entered a new historical stage, showcasing significant developments. The practical implementation of the Yangtze River Economic Belt and the ecological protection and high-quality development of the Yellow River Basin has greatly expanded the understanding of river basin economics, necessitating a theoretical summary. High-quality development is the era’s theme, and implementing new development concepts to promote high-quality river basin economic development requires new insights to guide and support practice. This paper explores the research needs of the river basin water economy in the new era, focusing on resolving key issues in river basin economic development. By analyzing the significant shifts in the value of water resources, security perspectives, and development outlooks, this paper identifies ten critical issues for river basin economics research in contemporary China. The research methodology applies case studies, ultimately summarizing practical pathways and strategies to promote high-quality river basin economic development from both theoretical and practical perspectives. The conclusions provide a new perspective on the development of river basin economics, emphasizing the comprehensive utilization and sustainable development of river basin resources and offering practical policy recommendations to support the comprehensive development of river basin economies.
