Abstract: In recent years, the concept of dual carbon has continued to heat up, and a lot of exploration and practice have been carried out at home and abroad on the engineering issues of carbon emission reduction in the water conservancy field. However, there is little mention of the development research of smart water conservancy under the background of dual carbon. The article briefly introduces the background of the dual carbon concept and the important significance of building a smart water conservancy system for achieving the dual carbon goals. It summarizes the current status of dual carbon research on smart water conservancy and the water conservancy industry, and summarizes the development strategy of smart water conservancy under the “dual carbon” strategy. Starting from four aspects: optimization and adjustment of the overall framework, updating and improvement of infrastructure, enhancement of assessment and accounting capabilities, and intelligent upgrading of business applications, this paper reflects on the current focus of smart water conservancy construction, proposes corresponding strategies, and looks forward to the development of smart water conservancy system construction under the background of dual carbon.
