Dea Model for Regional Floodwater Utilization Efficiency Assessment

Abstract: According to applicability of Data envelopment analysis (DEA) model into assessment on scale and technique effectiveness of decision-making units, the method of regional floodwater utilization efficiency assessment is proposed. The assessment model considers the comprehensive risks and investment extent of regional floodwater utilization as inputs, potential capability of floodwater utilization as output of DEA model, based on the computing methods of risk and available floodwater utilization amount for definite alternative of regional floodwater utilization techniques. The case study is made for regional floodwater utilization efficiency assessment of the Beisanhe watershed in Haihe Basin. The study results show that higher efficiency and competitiveness are resulted from commonly the reservoir operation policy during flood-season in upstream sub-regions and basin flood-detainment measures in downstream sub-regions. And within the predetermined 10 DMUs, there are higher efficiency of floodwater utilization in the DMUs of plain sub-regions, lower efficiency in the DMUs of mountainous sub-regions.
