Abstract: Mun and Chi river basins are a large and important basin located in the North-Eastern part of Thailand. Due to its natural constraint in topography largely covered with a plateau separate with a flat terrain, the area experiences both flood and drought alternatively almost every year. Especially in the middle and lower part of Mun and Chi river basins, the area are relatively flat which resulted in repeated flooding in a low-lying area and causing damages for agriculture. Therefore, there is a need to develop a decision support and flood forecasting system to optimize the efficiency in the water management and mitigate the flood losses. Under this operational platform, a real time monitoring system has been developed. The system allows a direct access to a real time monitoring data eg. rainfall, river discharges, reservoir releases and output of forecasting models: a rainfall forecast (WRF) and a flood forecast, making a system up-to-date and the impact assessment can be made in a real time mode. This paper describes the development of a real time monitoring system as a part of an operational decision support and flood forecasting system of Mun and Chi river basins. Comparison of different rainfall scenarios is made to identify possible flood impact and possible mitigation strategies. Output will be used as a guideline for the decision support for flood management and mitigation in the North-Eastern basin area.
