Tsunami Preparedness and Evacuation of Beach Users

Abstract: So many people were sacrificed by a tsunami after the Great East Japan Earthquake on 11, March, 2011. This disaster brought us a lesson that the most important thing to save lives is to evacuate as soon as possible. After this tsunami disaster, national and local governments have made some structural and non-structural counter measures. Preparedness plans for tsunami are informed to inhabitants in tsunami attacking areas, however, these are not enough for strangers including beach users. In this paper, tsunami preparedness and evacuation of beach users are discussed. Questionnaires have been done three times in August of 2006,2011 and 2013. The one was conducted before the Great East Japan Earthquake and the others were after the tsunami. Using these data, time variation in tsunami awareness of beach users is discussed in this paper. From the results, it is found that the awareness became better just after the Tohoku Tsunami, but it has deteriorated with years. Necessary matters for a safe evacuation are discussed on the basis of some simulation results of evacuation by using a multi-agent model.
