Water-Filled Tube Constructions for the Use in Emergency Flood Control

Abstract: In the research project HWS-Mobile, funded by the German Federal Ministry of Economics and Technology, different prototypes of non-stationary water-filled tube structures for the use in emergency flood control have been developed and tested in the field as well as in laboratories. After completion of the project HWS-Mobile three types of structures were tested and certified by the German Technical Inspection Agency TuV Nord for the use in emergency flood control in 2012. The structures can be used either for strengthening an endangered dike line during long lasting high water levels or for the construction of an emergency dam in low-lying areas without a permanent flood protection. The innovative water-filled tube structures have proven to be effective during the major flood event at the River Elbe near Doemitz in June 2013. The intensive development work during the past five years shows clearly the importance of proper testing routines, the need to accept difficulties and setbacks, and the requirement of new solution strategies to develop workable technologies for effective flood control.
