Abstract: The availability of high-level hydraulic and water-environmental knowledge over Internet has led to a demand to make this knowledge available to a wider public, non-expert as well as expert. To the extent that the members of this public wish to make judgements upon certain interventions in water resources that influence the quality of their lives, so they need help in interpreting and applying this knowledge in their judgemental processes by a new class of tools, called judgement engines. This paper describes a modification of an established Battelle procedure that may serve to improve the performance of a judgement engine in Environmental Impact Assessment (EIA).
