Abstract: Levee breaches occur at a great number of places in Japan mainly due to overflows of huge floods. To increase the resistance of levees to overflow erosion, we proposed a new type of levee in which concrete panels connected to geo-grid layers reinforcing the sand cover the slopes and crest of the levee. Various laboratory tests were conducted to evaluate the resistance of this method to overflow erosion. The results indicated that 1) the sand backfill that has a degree of compaction lower than 85 % has low resistance to overflow erosion due to infiltration that is too large; 2) the previous levee was able to maintain the levee body shape for a long time only by using panels laid, but the levee rapidly fails when erosion progresses; and 3) the proposed levee can survive overflow continuing for a long duration, showing that it can function effectively as a flood barrier.
