Resilient Measures of Flood Control: The Case of Incheongyo Catchment

Abstract: With the rapid acceleration of urban development, cities have been threatened by flood disasters more severely. A basic problem in the design of resilience floods countermeasure was presented by the modeling simulation for one urban reclamation area - Incheongyo of Korea Peninsula. This paper examined the resilience countermeasure of urban floods from a new point of view, and the paper was followed by a description of the Flooding Path based on MOUSE - sewer network model, which showed the peak value at the fixed time, the water level of floods by simulating. Furthermore, the main emphasis was placed on the application of natural measure - Green Roof, which was one of non-structural measures of resilience countermeasures, was used to adjust the runoff volume and achieve the goal of reducing the peak about 20% . The use of the 'Green Roof' measure was discussed and the Incheongyo catchment example was given. This paper provides an information useful for approaching the solution of urban floods. Finally, the simulation results revealed a specific flooding control scenario in this reclamation catchment, which would be proposed to the urban managers. Therefore, the procedure would be certified to be useful in analyzing how decision-makers reach a decision on establishment of resilient countermeasure during floods.
