Reappearance of Dreadful Drought in 1978 for Anhui Province of China

Abstract: A dreadful drought occurred in 1978 in Anhui province, which lasted for a long period, impacted large areas and caused huge damages. Therefore the study on historical drought has a great significance to drought relief in the future through analyzing the spatial and temporal variation of drought, studying water demand and supply balance and simulating similar drought for current situation. In the paper, 10-day composite NOAA/AVHRR NDVI data set, precipitation and soil moisture from ground observation between 1992 and 1996 were used to study drought evolution and variation, to comparing analyze the three types of drought thematic maps from NDVI anomaly images, precipitation and soil moisture data, and to set up simulation and reappearance method for historical and dreadful drought. On this basis, the historical and dreadful drought in 1978 was simulated and reappeared based on the established method with ground observation data of precipitation. As a result, a series of thematic maps of drought were produced for Anhui province in 1978 at different time scales. Based on the series of thematic maps of drought, combining with the data of land use, the drought loss was assessed and verified with historical records in 1978. Finally, measures and suggestions for drought mitigation were proposed for Anhui province by studying drought variation, water resource allocation and current drought relief plan.
