Abstract: In a rapidly urbanizing catchment, there is a close relationship between water resource development and environmental protection. However, in reality, water resource management and environmental management are often considered independently by different planners, and their interactions have not been fully considered in decision making. In this paper, we use a WEAP model to support integrated water environment management in the urbanizing Moyang River Basin, Southeastern China. This model includes socio-economic system, urban water supply system, water end users, wastewater treatment system and receiving water bodies, which has the capacity to evaluate the effects of socio-economic growth, water resource development and allocation, wastewater treatment and discharge on water quantity balance and water quality in the basin. The model is applied to predict the trend of water resource development and water quality change from 2010 to 2015 under various planning scenarios. Based on the results of scenario analysis, it will be helpful to propose a strategy to promote the sustainable water resource and environmental management in the basin. The model can help to improve the efficiency of water resource utilization, water pollution control and promote the integrated water environment management in the basin.
