Abstract: Characteristics of the 2011 Tohoku Tsunami have been revealed by comprehensive tsunami surveys performed by the Joint Tsunami Survey Group. The complex behaviors of the tsunami were found to be dependent on the relative location to the tsunami source zone, offshore bathymetry, configuration of the shoreline and inland coastal topography. These findings contributed to the introduction of two-level tsunami hazards to achieve comprehensive tsunami disaster mitigation, combining structure-based flood protection designed by the first-level tsunami and non-structure-based damage reduction planned by the second-level tsunami.
