Abstract: A numerical simulator is developed for inundation flows in urban districts to discuss the effective countermeasures for the mitigation of flood damage. The simulator takes into account the effects of complex geometries on Cartesian coordinate system with a CIP scheme. It is first tested against dam break problems on dry and complex beds. It is demonstrated that the simulator reproduces the flow characteristics even with coarse grids. Then, it is applied to the inundation process occurred in Takehara City due to the storm surge by a typhoon in 2004. The comparison between the calculated results and the flood records reveals that the simulator reproduces the main features of the inundation.
