Abstract: Where drought and flood were concerned, more attentions have been paid to on assessment methods or indexes to estimate and predict them for many years. In the paper a new index called accumulated aridity index (AAI) was presented to express the durative characteristics of drought and flood to the situation for the next duration. As far as Tianjin region of China was concerned, the data of drought and flood from 1961 to 2002 were analyzed on the basis of the AAI, and the inter-annual durative characteristics of drought and flood were well obtained. The results show that the AAI is much more feasible than the aridity index.
