Appropriate Modeling in DSS for Flood Damage Assessment

Abstract: Integrated river basin management is becoming more complex for the reason of integration of social, economical, ecological and political processes. For river basin management, there are normally multiple objectives, like flood control, hydropower generation, navigation improvement, ecology etc. In addition, the increasing uncertainty adds much complexity to the decision-making process. In order to get some insights into this problem, our aim here is to design a decision support system (DSS) to help the decision-makers to take the most appropriate policies incorporating the idea of multiple objectives and uncertainty analysis. In this research, we mainly concern two important aspects of DSS: appropriate modeling and decision making under uncertainty. A flood damage model is used to illustrate these two aspects.
